

Jack Delaney served with the
Morris County Sheriff's Office for more than 25 years. He was a Captain
in
charge of Administration, with a staff of 100.
After a full and rewarding
career
in law enforcement, while living in Dover, he was elected to the office
of
Alderman where he served six years.
Council President Delaney moved
to
Mount Arlington in 2013 and joined the Borough Council nine years ago.
Jack
serves as the Borough Emergency Management Coordinator along with the
Chief of
Police. He leads the Mount Arlington Community Emergency Response Team
(CERT),
and is the RESCUE, ALARM, CONFINE, EXTINGUISH/EVACUATE (RACES)
Coordinator.
Melissa Fostle has served on
the
Mount Arlington Borough Council since January 2020. She is the
Council’s Land
Use Board liaison, has served on the board for eighteen years and has
been the
Vice Chairwoman for the last ten. Fostle currently chairs the Finance
and
Economic Development Committee for the Borough Council. She is also a
Republican County Committee member for Mount Arlington District 4.
Fostle is a graduate of
Rutgers,
The State University of New Jersey, with a B.S. in Civil Engineering.
She is a
licensed professional engineer in the State of New Jersey. Her primary
work
focus was the design and construction of state and federal highways.
She is
also experienced in land development and land use planning projects.
Melissa’s community focus is
implementing
sound fiscal management practices that allow the Borough to maintain a
low
municipal tax rate. She has encouraged smart growth principles and land
use
planning methods to facilitate positive development, and spearheaded
the
Borough of Mount Arlington’s Aesthetics Ordinance. Among her current
projects
are park improvement plans that will serve all Mount Arlington
residents.
Melissa and her husband, Kevin
O’Brien, are twenty-year residents of Lake Rogerene. Now that their
daughter, a
recent graduate from the Mount Arlington and Roxbury school districts,
has
chosen to continue her education at her mother’s alma mater, Rutgers,
Melissa
and Kevin are empty-nesters.
Councilwoman Fostle is dedicated to the Mount Arlington community and hopes to continue serving her fellow residents.

Dave BaRoss
has been
serving on the Mount Arlington Borough Council since February 2023,
having
previously served on the Land Use Board for five years. He is Chair of
the
Personnel Committee, a member of the Public Safety Committee, and
Council
Liaison to the Board of Education.
Councilman
BaRoss has a B.
S. in Marketing from Ball State University. He is a retired senior
marketing
executive who spent more than 35 years in the financial consulting and
high
tech/telecom industries.
Dave and his
wife, Beth,
moved to Mount Arlington seven years ago. They live on Bertrand Island.
Prior to
relocating to
Mount Arlington, Dave volunteered for the American Cancer Society, and
coached
youth basketball and softball in Ridgewood, NJ. Immediately upon moving
to
Mount Arlington, he got involved in the community by volunteering with
the Lake
Hopatcong Foundation for the past seven years, and becoming a member of
the
Lake Hopatcong Historical Museum.
Dave loves
Mount Arlington
and the lake. He is dedicated to continuing working for all residents,
the
council, and the borough, to help ensure that Mount Arlington remains
the safe,
affordable lakeside oasis that attracted him to move here.
